Chilkat Center Advisory Board


The Chilkat Center for the Performing Arts, an educational, cultural and convention facility serving the Haines community, including a building owned and staffed by the Haines Borough, and its other assets, is operated and administered in its entirety by a Chilkat Center Advisory Board.  Reference: HBC 2.104 & 2.60

Chilkat Center Advisory Board

The Chilkat Center Advisory Board consists of seven
(7) members who serve staggered terms of three years.  The Chilkat Center Director is an ex-officio member of the board.


Organization of the Board
.
     A.   The board elects a chairperson, a vice-chairperson, a secretary and a treasurer who hold their offices for one year.   
     B.   The board operates under the bylaws of the Chilkat Center for the Performing Arts

      C.   Board meetings are held as often as required, but no less than quarterly.  Once approved by the board, a copy of the board meeting minutes will be delivered to the borough clerk for inclusion in the assembly’s next meeting packets. 


Board Vacancies/Filling vacancies.
A member’s position on the board will be deemed vacated if the member fails to attend three consecutive meetings without being excused by the board.  In the event of a vacancy on the board, either at the end of the board member’s regular term, or if the seat is vacated by resignation or non-attendance, the borough clerk will advertise for replacement board member(s) as set out in HBC 2.60.055.  The board will review all applications for new board member(s) and make recommendations for appointment to the mayor.  The mayor will, after reviewing all applications, and considering the board’s recommendation(s), appoint a new member or members(s) subject to confirmation by the borough assembly.


Duties and responsibilities of the Chilkat Center Advisory Board
.

     A.   Advises the borough in the operation, maintenance and promotion of the Chilkat Center;
     B.   On or before February 15th of each year, submits to the borough manager a detailed and itemized estimate of probable revenues and expenditures for the next fiscal year;
     C.   Makes rules and regulations for the administration and control of the Chilkat Center program;

      D.   Prepares an annual report to be submitted to the manager and assembly prior to July 30th summarizing the activities and business of the commission during the preceding 12-month period ending June 30th.
     E.   Has authority to allocate borough-appropriated funds for staffing within the scope of the collective bargaining agreement with the Local 71 Union.
