What is the Comprehensive
Plan? Haines Borough is kicking-off an update to the Haines Comprehensive Plan. A Comprehensive Plan is a community blueprint for the future. It will lay out Haines’ desired future, goals to achieve this future, and describe specific ways the community can use and manage resources, land and investments to achieve this desired future. A Comprehensive Plan is also the legal basis for zoning and is required by the State of Alaska (for most municipalities). The last Haines Comp Plan was done in 2004. It has a lot of good information in it, but focuses more on the past and not enough on the future. And, there was a fair bit of ‘cut & paste’ to combine the (former) City of Haines and Haines Borough Plans to meet an 18 month (post-consolidation) deadline. The new Plan will be action-oriented; the goal is to use it. Sheinberg Associates www.SheinbergAssociates.com, a Juneau-based community planning firm, is the prime contractor helping Haines with this work. Principal Barbara Sheinberg has assisted Haines with several efforts in the past. Both she and staff Zoë Morrison are professional planners. Chris Mertl, a landscape architect now with Corvus Design, helped Haines prepare its Haines Highway Scenic Byway Plan and is also on the team. Get Involved!
