Purpose

The Haines Borough School District provides areawide public education in accordance with Alaska Statutes. The school district is operated by a school board.

Composition

The School Board consists
of seven persons elected at large to staggered terms.  The Board elects a chair and a vice-chair to one-year terms.  The elected chair serves as the presiding officer.  The vice-chair presides when the chair is absent.

Powers and Duties

The School Board has powers and duties provided for by the Borough Charter and State of Alaska Statute (especially
Title 14)  to carry out its duties, some of which are formulating a six-year capital improvement plan, managing school personnel and facilities, supervising school district fiscal affairs, and implementing and maintaining a five-year curriculum and instruction plan.

Relationship of the School Board and the Borough Assembly
(A) Joint meeting.
The borough assembly and school board are required to meet jointly at least once yearly in public session to discuss and coordinate financial planning, capital improvement needs, the six-year capital improvement plan, and other matters of mutual concern.

(B) Administrative procedures. The borough assembly by ordinance establishes procedures for administration of school district finances and buildings, and which allow for the greatest possible autonomy of the school board within the limitations of the Borough Charter.
