Information...
How
to Run for Office... Candidate

New
Candidates
To
declare your candidacy for any of the
seats on the ballot, you must first obtain the necessary forms from the
Borough Clerk
in the Borough
Administration Building
at 103 Third Ave. S.,
Haines or from the link above.
You must designate which
position you will be running for. In other words, you cannot just
say you are running for the assembly; you must say whether it is Mayor
or Assembly Seat C, E or F. The same requirement applies to the
school board Seats C, F, and G.
One of the candidate forms is a
nomination petition. You will
need to circulate it and get a minimum of ten (10) signatures from
valid Haines Borough voters. Then that petition and the other
completed forms may be submitted to the Borough Clerk's Office during
the
candidate filing period: July 11th through the 29th.
Eligibility:

and 18.09(J)]
Only a qualified voter of the
Haines Borough, who has resided
continuously within the Haines Borough for at least one year
immediately preceding election or appointment to office, shall be
qualified to hold any of the elective offices of the borough.
"Qualified Voter" means a voter
who, at the time of election, is qualified to vote due to the following
qualifications:
1) qualified to vote in
Alaska state elections;
2) a resident of the Haines
Borough for at least thirty days
immediately preceding the election;
3) registered to vote in
Alaska state elections at a residence address
within the Haines Borough at least thirty days before the borough
election at which the person seeks to vote; and
4) not disqualified under
Article V of the Alaska Constitution.
Political
Signs...
Political Signs do
not
require a Haines Borough sign permit for placement, but they must meet
the following standards found in the borough code (reference HBC
18.050-060):
- Unlighted
political signs of up to 24 square feet each may be displayed on
private property.
- Signs may be
installed no sooner than sixty (60) days prior to the election date and
shall be removed within seven (7) working days after the election date.
- Signs must be
placed in a manner that achieves the purpose without creating a hazard
to vehicles or pedestrians.
- Projecting
signs. No part of a projecting sign is allowed to stick out within
three (3) feet of a street curb or traveled way. If hung under a
canopy, marquee or awning, a projecting sign is not allowed to have
less than seven (7) feet clearance between the bottom of the sign and
the sidewalk. Projecting signs are not allowed to extend above a
building roof peak or eave.
- Signs must be
located so that they do not obscure traffic or sight angles at
intersections or driveways, or in any location prohibited by state
regulation.
- Signs are not
allowed to be located within the required building setback.
Additionally, Alaska State
Statute governs political signage placement on State rights-of-way.

Electioneering...
State and local
law prohibits electioneering at or within 200
feet of a polling place.
·
From
September 19 through October 4,
the Borough Administration Building will be a polling place
for absentee voting
for the October 4th Borough Election and, as
such, is subject to the
electioneering laws during that time period. For example, if you have a candidate or
ballot measure bumper sticker on your vehicle, you must make sure to
park at
least 200 feet from the building; or if you are wearing a campaign
button, you
should plan to place it in your pocket until you are sufficiently away
from the
building. No campaign signs should be placed within 200 feet of
the
building during that time period.

Additionally, on
Election Day,
October 4th,
the
same laws will apply to the American Bald Eagle
Foundation building and the Klehini Valley Fire Station. That means that in
addition to the
other things to avoid, any campaign signs you might have put up within
200 feet
of those polling places must be taken down by midnight on October 3rd.

2.68.410(Q) Election offenses and corrupt practices.
The following acts
are declared to be election offenses and
corrupt practices and are prohibited:
Electioneering on election day within
the polling place or
within 200 feet of the building wherein the polling place is located.
HBC
2.990.010 Definitions.
“Electioneering”
means any form of persuasion to attempt to
affect the decision of any voter, including, but not limited to,
campaign
buttons, bumper stickers, posters, flyers, pennants, banners or by
voice.
Electioneering is
also a violation of state law (AS 15.15.170).
How
to Vote Absentee...
At
any municipal election, a qualified voter may vote an absentee ballot
for any reason. An absentee ballot may be cast in person, or requested
from the Borough Clerk in writing/application with the voter's
signature. A voter may apply for an absentee-by-mail or fax
ballot on or
after January 1st of each new year to cover all or part of that year's
borough elections. The voter is responsible to update the clerk's

For the 2011 borough general election, absentee-in-person
voting will take place on or
after
Sept. 19th at the Borough
Administration Building
between 9:00 a.m. and 5:00 p.m. weekdays.
Absentee By Mail:
A qualified voter
entitled to cast an absentee ballot may file a
written application for an absentee ballot by mail with the Borough
Clerk. Application for a by-mail ballot must be received in the Office
of the Clerk not less than ten (10) days before the election.
For the
2011 Municipal Election, applications for by-mail ballots must be
received in the Borough Clerk's office no later than Friday, September
23, 2011.

It
is not necessary to
complete an absentee ballot application form to apply for a ballot.
Voters are allowed to request a ballot by submitting a written request.
The written request must contain the following information:
- the voter's
full
name, including any initials or suffix;
- a physical
residence address in the Haines Borough (NOT a P.O. Box but the
description of where the voter resides, for example - street name and
house number, trailer park name and space number, highway and mile
marker, etc.);
- the address
where the ballot should be mailed;
- for
identification purposes: the last four digits of the voter's social
security number, the birth year, or the voter's Alaska voter number
which appears on the voter's card;
- the voter's
signature and the date of the request;
- the voter's
contact phone number.
Fax
voting is a method to allow voters to cast a ballot when a by-mail
ballot is not a possibility. A
qualified voter may vote by fax beginning 15 days before and through
the close of the polls on Election Day. The voter must submit a written
request for a fax ballot to the Borough Clerk's office no later than
5:00pm the day before Election Day. An absentee ballot that is
completed and returned by fax must contain the following statement: "I
understand that by using fax transmission to return my marked ballot, I
am voluntarily waiving a portion of my right to a secret ballot to the
extent necessary to process my ballot, but I expect that my vote will
be held as confidential as possible."

A fax ballot application must
be received no later than 5:00pm on
Monday, October 3, 2011. When a completed application for
a faxed
ballot has been received, a ballot will be faxed, along with
instructions for marking and submitting the voted faxed ballot.
Absentee by Personal Representative:
A
qualified voter who is unable to go to the polling place on election
day due to age, illness, or disability, may appoint a personal
representative to obtain a ballot for the voter on or after the 15th
day before an election, up to and including election day. Persons who
are ill or unable to go to the polls, who still wish to vote and have
not chosen one of the other absentee voting methods, may contact the
Borough Clerk's office to make arrangements for an absentee ballot by
personal representative.

How
to Register to Vote...
If you
are not currently
registered, if you
have moved into or out of the borough since the last election, or if
you have
not voted within the last two years in a regular election, you may find
that
you are not properly registered or that your name has been purged from
the
state voter list. You must be
registered on or before Sunday, September 4, 2011 to be eligible to
vote in the
October 4, 2011 Haines Borough Municipal Election.
You
may register at the Borough
Administration Building
weekdays from 9:00 a.m. to 5:00 p.m., with a registrar in your area, or
contact
the State of Alaska
Elections Division. If
you suspect that your registration needs
to be updated (address change, etc.), please call now and check
on it!
How
to Know if
You Are Eligible to Vote...
To
be
eligible to vote in a Haines
Borough election, you must be:
1. Qualified
to vote in Alaska state
elections;
2. A
resident of the Haines Borough for at
least 30 days immediately preceding the election;
3.
Registered to vote in state elections at a
residence address within the Haines Borough at least 30 days before the
Haines Borough election at which you seek to vote; and
4.
Not
disqualified from voting under Article V of the state constitution.

Voters
in this election must be residents of the Haines
Borough, Alaska and
registered
to vote at least 30 days prior to the election.
How to Know Where to Vote...
The
polls for
this
election will be open at 8:00 a.m. on
October 4th and will close at 8:00 p.m. on the same day.
This is an area-wide Borough election,
including the following precincts:
Haines #1 – Encompassing
the
former corporate limits of the City of Haines
and the ChilkatPeninsula, encompassing
the area of
the Haines Borough to the South and East of the former corporate limits
of the
City of Haines.
(The State Division of Elections has recently combined the Haines
No. 1 and Haines
Chilkat Peninsula precincts into
one precinct called Haines No.1.) The
polling place is the American
Bald Eagle Foundation
Building
at the corner of 2nd
Avenue
& Haines Highway.
Haines Highway – This
precinct
encompasses the area of the Haines Borough to the
north and west of the Haines #1 Precinct. The
polling place for the Haines
Highway precinct is the
Klehini Valley Fire
Department on Mosquito
Lake Road.
Exact

descriptions of these precincts are
available from the Borough Clerk's office.
How
to Become an
Election Worker...
Contact
the Borough
Clerk who functions as the
Elections Supervisor for the Haines
Borough. Training is available. Election workers are hired by the
borough as temporary emplyees and are paid an hourly wage.
